fix(i18n): fix language-independent synergy/build logic, add deploy on test-gay, and sticky nav tabs

- Fix Team Synergy calculation to use normalized canonical elements and paths across all 13 languages
- Fix showcase card, optimal relic builds, and LC dropdown path filters in non-English languages
- Add data-i18n and translations for quick commands and GM console greeting
- Update filter dropdown option text on language switch
- Add test-gay branch to GitHub Pages deployment workflow triggers
- Make nav-tabs sticky under header so menu navigation is always accessible while scrolling
